Detalles de la restricción cuantitativa

Examen de las políticas comerciales

Último Examen de las Políticas Comerciales (Informe de la Secretaría de la OMC) WT/TPR/S/417/Rev.1

A. Importación prohibiciones, restricciones y licencias de importación

3.31. Mauritius has provided regular annual responses to the WTO's questionnaire on import licensing procedures since 2014.[70] Its import licensing system continues to apply to both a list of prohibited goods and to a list of restricted or controlled goods subject to import permits. Procedures are administered by the Trade Division of the Ministry of Commerce and Consumer Protection (MCCP), and most goods subject to import prohibitions or controls and restrictions are listed in the Consumer Protection (Control of Imports) Regulations 2017.[71]
3.32. Products concerned by import prohibitions are listed in Table 3.10. Changes since the previous Review are in bold. Since 2014, second-hand motor vehicles above a specified age have been added to the list of outright import prohibitions for security reasons, whereas these products were previously subject to import permits. (bold: additions since 2014)
3.33. For those restricted or controlled goods, an import permit is required (Table 3.11). Since 2014, several products have been removed from the list of controlled items, including milk and canned food products, certain plastic and rubber articles, agricultural products, chemicals, cement, certain equipment, food and bakery additives in general, iron sheets, and life-saving jackets.
3.34. In the absence of an import permit, imported goods are deemed to be prohibited goods and liable to seizure (Section 66 of the Customs Act). However, such goods may be allowed to be re‑exported or imported, provided this is authorized by the concerned ministry or agency.
3.35. In 2019, to reduce approval time for the granting of import permits, the MCCP issued regulations stipulating that the approval of an import permit shall be done within two working days.[72]

B. Exportación prohibiciones y restricciones

3.43. Since 2013, as described below, Mauritius has simplified and reduced the number of its export control regulations. Permit requirements that remain are for two main purposes: (i) to control exports of products considered "strategic" or "sensitive" to the economy; and (ii) to track goods claiming preferential treatment in certain importing countries. Applications for export permits to the MCCP online via TradeNet are being phased out; instead, the Mauritius TradeLink (Single Window) is to become the only channel for permit application and processing.[76] Permits are valid for up to six months and are to be issued no later than two working days upon receipt of an application.[77]
3.44. The number of goods subject to export permit requirements was considerably reduced during the review period (Table 3.12). A ban on exports of waste and scrap metals was lifted in 2019, and companies may now export all scrap metals provided that they are licensed to do so by the MCCP.[78] According to the authorities, Mauritius is in the process of domesticating the Basel Convention.
