These Regulations entered into force on 2 May 2013, and were last amended on 30 December 2018.

Prior to 2013, other Regulations made under CEPA were in place to control the export of substances on the Export Control List (ECL)

These Regulations first came into force in 1996.
The current PCTSR came into force in 2013; and was last amended in 2021.

CEPA, ECL, ESECLR and PCTSR are administered by Environment and Climate Change Canada

Some substances listed on Canada’s Export Control List are also listed to the Rotterdam Convention and/or the Stockholm Convention

Some substances listed to the PCTSR are also listed to the Stockholm Convention on Persistent Organic Pollutants (POPs).

Pest Control Products Act is administered by Health Canada’s Pest Management Regulatory Agency.

Section 6 of the Pest Control Products Act (PCPA) prohibits the import or export of pest control products that are not registered or otherwise authorized under the Act. Such imports and exports must also conform to any other conditions established under the PCPA.
This restriction (#23) is a combination of three restrictions previously listed separately (#14, 24, 30) in G/MA/QR/N/CAN/4.
