The restriction is administered through a registration system for rough diamond traders and an import certification scheme to fulfil the international obligations under the Kimberley Process.Registered rough diamond traders can import rough diamonds from the countries or places for which the Scheme is effective or permitted by the Kimberley Process.Export certification procedures can be found in Section 1.
