Import and/or export licensing for import and/or export of drugs; substances with psychotropic effects and their precursors

Annex 1 to the Decision N 30 dated 21 April 2016 Unit list of goods subject to prohibitions on import into the customs territory of the Eurasian Economic Union and (or) export from the customs territory of the Eurasian Economic Union

The concentration of the substances indicated in this list is determined by the mass fraction of substance in the mixture (solution)The submission to the customs authority of the member state license is not required in the following cases:

The submission to the customs authority of the member state license is not required in the following cases:

a) the import and / or export by physical persons of limited quantities of narcotic drugs, psychotropic substances and their precursors in the form of medicines for personal use on medical indications in the presence of supporting medical documents stating the name and quantity of the goods, and also precursors as goods for personal use in amounts determined by the legislation of the member States.Supporting medical documents (their notarized copies) shall be in the language of the member state on whose territory the import of the specified medicinal products, or shall be accompanied by a notarized translation into the language of the said member state, if other is not established by the legislation of the member state;

b) import and / or export in accordance with the legislation of the member state narcotic drugs, psychotropic substances and their precursors intended for first aid in emergency situations;

c)having the first-aid kits in the vehicle in limited numbers specified by the legislation of the state of registration of such vehicles:narcotic drugs, psychotropic substances and their precursors in sea (river) vessels and aircraft in international traffic;psychotropic substances and precursors in rail and road transport in international traffic;

d) import and export of precursors used as supplies in the quantity necessary to ensure normal operation of equipment and technical devices, air, sea (river), a railway vehicle.

The premise of narcotic drugs, psychotropic substances and their precursors under the customs procedure of customs transit for transportation from the customs authority at the place of arrival on customs territory of the Union to the customs authority at the place of departure from the customs territory of the Union shall be carried out upon presentation to the customs authority at the place of arrival, a certified copy of the authorization from the
competent authority in the exporting state for export of specific consignments of narcotic drugs, psychotropic substances and their precursors or of official notice of the authority that authorization is not required.

Mixtures containing several precursors (substances from this section with fixed concentration) not marked by "*", or containing several precursors not marked by "*" with those marked by "*" , are subject to control, if the total concentration of the precursors in composition of such mixtures is equal to or exceeds the minimum concentration fixed for one of the precursors
