i) preserve the stability of the supply of raw materials to the processing sector;
ii) ensure the stability of the population of the northern part of Montenegro who use wood for heating;
iii) preserve the stability of the prices of fuel; iv) as well as
control the preservation of the forest fund, combat illegal harvesting, control the implementation of the cutting in line with the cutting plan
