Administrative mechanism
The Department of Fisheries and Oceans administers the Fisheries Act,

Section 6.1(1) of The Fisheries Act states that the Minister shall implement measures to maintain major fish stocks at or above the level necessary to promote the sustainability of the stock, considering the biology of the fish and the environmental conditions affecting the stock.
