Notifications

Members must notify in two-year intervals all quantitative restrictions in force that they maintain. Each WTO Member is expected to have made at least one "complete" notification during each biennial period, which began on 30 September 2012 and currently includes the 2020-2022 period. Members can also notify "changes" that take place between the complete notifications or submit a "reverse" notification, which is when they notify measures maintained by another Member. The notification must be submitted in any of the three WTO official languages and its content is not translated.

The QR notifications usually contain a large number of information, including a general description of the specific measures, whether they apply to imports and/or exports, the affected products with a reference to the relevant HS codes, the legal justification under a WTO agreement, as well as the reference to the national legal instrument, etc. If information on existing quantitative restrictions has already been provided to other WTO committees, Members can make a cross-reference to the relevant document so that information on a specific measure can be easily retrieved.
