General description
Temporary regulation of imports of wheat and meslin, maize and sunflower seeds through an import licensing procedure, with the aim of preventing serious economic injury to domestic agricultural producers resulting from imports of these products.
National legal basis
Law no. 203/2026 regarding the temporary licensing of imports of grain and oilseed crops entered into force on 8 September 2026.
The temporary licencing measure applies until 31 October 2026, without possibility of extension.
Administrative mechanism
Import licences are issued by the Ministry of Agriculture and Food Industry. Applications may be submitted by legal or natural persons carrying out the following economic activities under the Classification of Activities in the Moldovan Economy (CAEM-2):

- raising of animals (01.4);
- manufacture of oils and fats (10.41);
- manufacture of grain mill products (10.61);
- manufacture of prepared feeds for farm animals (10.91).

Applications are examined by an inter-institutional commission composed of representatives of the Ministry of Agriculture and Food Industry, the Ministry of Economic Development and Digitalization and the National Food Safety Agency.

Import licences are issued free of charge.
