Prohibition of import of controlled substances or of products and equipment containing or relying on controlled substances, where the controlled substances deplete the ozone layer., as well as prohibition of import of import and export of hydrofluorcarbons in bulk without permit.

The first regulation implements the EU Regulation 1005/2009 on substances that deplete the ozone layer. This regulation entered into force in Norway 1 July 2013. The latter regulation implements Norway's international obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer, article 4B.
