The restriction is administered through an import licensing procedure on an MFN basis to prevent Hong Kong from being used as a conduit for proliferation of weapons of mass destruction and to ensure Hong Kong’s continuous access to technology and high-tech products. Export licensing procedures can be found in Section 1.
