Administrative mechanism
The restriction is administered through an import licensing procedure supported by phytosanitary certificates for the import of plants, and authorization in writing for the import of plant pests or soil. Both procedures are administered on an MFN basis (except plants and soil imported from the Mainland of China) to prevent the spread of plant pests in compliance with the recommendations of the Plant Protection Agreement for the Asia and Pacific Region and the IPPC.
