Registration, non-automatic licence and quota for the import of scheduled ozone depleting substances

Administrative mechanism
The restriction is administered through a registration system, an import licensing procedure and a quota allocation system on an MFN basis to give effect to Hong Kong’s international obligations, to control the importation of, and to conserve the resources of, substances that deplete the ozone layer.
The maximum annual quota of HCFCs that can be imported into Hong Kong is set based on the reduction targets stipulated in the Montreal Protocol.
