Administrative mechanism
The restriction is administered through a registration system for rough diamond traders and an export certification scheme system to fulfill the international obligations under the Kimberley Process.
Registered rough diamond traders can export rough diamonds to the countries or places for which the Scheme are effective or permitted by the Kimberly Process.
