Administrative mechanism
The restriction is administered through a global ban of imports and exports of scheduled substances and HFCs from/to non-parties to the Montreal Protocol on an MFN basis to give effect to HKC's international obligations, to control the importation and exportation of ozone depleting substances, and HFCs to conserve the ozone layer and combat climate change, respectively.
