The restriction is administered through (i) an exporter registration system and (ii) an export licensing procedure on an MFN basis to give effect to Hong Kong, China's international obligations, to control the exportation of ozone depleting substances, and HFCs to conserve the ozone layer and combat climate change, respectively.
