The export prohibition is done for the purposes of conservation of Toheroa, and is in conjunction with a domestic ban on the taking or possession of toheroa (enforced through the Fisheries (Commercial Fishing) Regulations 2001 and the Fisheries (Amateur Fishing) Regulations 1986). Administered by the Ministry for Primary Industries.
