Conditional prohibition on the exportation of goods and technologies that can be used in the production, development or use of conventional weapons, nuclear, chemical or biological weapons (strategic goods), certain other goods to military and police end-users, and the importation of certain controlled chemicals that can be used in the production of chemical weapons.
