Import and/or export licensing for import and/or export of drugs; substances with psychotropic effects and their precursors
National legal basis
"Common List of Goods that are subject of import/export prohibitions or restrictions from the part of CU members within the framework of Eurasian Economic Community in trade with third countries and Regulations about restrictions application." (came into force 1 January 2010) adopted by EurAsEC Board of Heads of States Decision № 19 of 27 November 2009 and introduced by CU Commission Decision № 132 of 27 November 2009 "On a Single Non-Tariff Regulation of the Customs Union of the Republic of Belarus, Republic of Kazakhstan and the Russian Federation" (as last amended on 26 July 2012)
Administrative mechanism
The applicant of the Customs union Member, within 10 calendar days from the date of import (export) of narcotic drugs, psychotropic substances and their precursors, shall notify to the authorized body of the country issuing the license the actual imported (exported) quantities of narcotic drugs, psychotropic substances and their precursors, the vehicle that was used for import (export) of them, and the place and date the cargo crossed the border of the Customs union.

Import and (or) export of limited quantities of narcotic drugs, psychotropic substances and their precursors in the first-aid-kits at sea (river) vessels, aircrafts of international traffic for first aid are carried out without a license in compliance with control measures defined by legislation of the state where the vehicles were registered
