Export licensing for export of cultural values, documents of the national archive funds, originals of the archive documents

"Common List of Goods that are subject of import/export prohibitions or restrictions from the part of CU members within the framework of Eurasian Economic Community in trade with third countries and Regulations about restrictions application." (came into force 1 January 2010) adopted by EurAsEC Board of Heads of States Decision № 19 of 27 November 2009 and introduced by CU Commission Decision № 132 of 27 November 2009 "On a Single Non-Tariff Regulation of the Customs Union of the Republic of Belarus, Republic of Kazakhstan and the Russian Federation" (as last amended on 26 July 2012)

It is prohibited to export from the CU territory (without the obligation of reimport) cultural values, national archive funds documents and originals of archive documents:

_of historical, artistic, scientific or other cultural value and classified, in accordance with the laws of the CU Members, as particularly valuable objects of cultural and documentary heritage of the Russian Federation, regardless of time of their creation;

_protected by CU Members and incorporated by them in the protective lists and registers in accordance with the laws of CU Members, regardless of the time of their creation;

_permanently stored in the state and municipal museums, archives, libraries and other public repositories of cultural values ​​of the CU Members. By the decision of the authorized state bodies, this rule can be extended to other museums, archives and libraries

The import and export of cultural values, documents of the national archives funds and originals of the archive documents which are the subject of official retrieval are prohibited. Such cultural values, documents of the national archives funds and originals of the archive documents are subject to detention.
