Other than the importation of used or second-hand mattresses imported under certain circumstances, including:
- by a member of the Canadian forces, employees of the Canadian government, or former residents of Canada returning to Canada
- property of a resident of Canada who has died
- imported by a settler for personal use
- consigned by foreign military service agencies for personal use by nationals of that country

Other than materials from used or second-hand mattresses, when imported after having been cleaned and fumigated, in accordance with necessary regulations
