Prohibition on the exportation of natural gas

The Resolution amends the unit of measurement for the export quota for “Natural gas of Ukrainian origin” from “0 cubic metres (kWh)” to “0 thousand kWh (thousand cubic metres)”.

The zero export quota does not apply to exports of natural gas of Ukrainian origin under UKTZED codes 2711 11 00 00 and 2711 21 00 00 by gas production enterprises included in the list of enterprises that have supplied natural gas to an entry point of Ukraine’s gas transmission system.

Such enterprises may export natural gas only within the volumes approved by the Ministry of Energy following exchange trading, in accordance with the Procedure for Organising and Carrying Out the Export of Domestically Produced Natural Gas, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1251 of 7 October 2026, available at https://zakon.rada.gov.ua/laws/show/1251-2026-%D0%BF#Text.

Exports are subject to licences issued by the Ministry of Economy and Environment.

Applications for export licences are reviewed by the Ministry of Economy and Environment within 10 calendar days of receipt.

Export licences are issued subject to approval by the Ministry of Energy, which is to be granted within one day.

The Ministry of Economy and Environment obtains this approval through inter-agency information exchange, without involving the foreign economic activity entity.
