The Ministry of Justice and Public Security.
Only companies with a professional need may handle (import and export) restricted explosives precursors. Export of restricted explosives precursors to members of the general public is prohibited. Restricted explosives precursors shall not be made available to members of the general public or companies with no professional need, who are banned from using or handling (import and export)
