Administered by the State Tax Service (license for the manufacture of tobacco products).
Import of cigarette tissue and filters for industrial cigarette production can be carried out by entities (including foreign entities operating through registered permanent establishments), which have a license for the manufacture of tobacco products.
Such goods are imported without the right of further distribution in Ukraine
