Cetacean specimens may only be exported without a permit when they are accompanied by a Pre-CITES certificate demonstrating that the specimen was taken prior to 1975. All other exports require a permit from the Department of the Environment. Permits are issued only for non-commercial purposes (research, education, exhibition, conservation).
